okie dokie. Thanks for coming. Well, this is our second for the New Year and sorry that is pick up a month-and-a-half to have another meeting but with everything those spring semester. I think it's the busiest of all for me at least for me it is but we'll talk to have two more meetings after this one I hope y'all can make it any way you can get to the we're going to go ahead and jump to the bond because mature Bella needs to be better news. it says the bombs were going to jump to that portion of it as so that you don't know you have the floor just want to let you all know that during this year we have you noticed that we did a lot for the school safety and everything cost money so what we've been doing is that we put the fencing we also did The Vaping detectors at all the schools thank you guys for being here and I'm there's a lot of things are we going to do ballistic glass we've done some we're going to come back I have the the window guy coming to talk to me cuz there's a certain areas that they left out so we're going to go come back and I'll make sure that we put all the glass what we need to do that after the engine that y'all saw in Nashville they came right through the vestibule they just shot for that to those windows I mean the things that we do have ballistic glass here if they would have done something like that shoot through it but they couldn't be able to help me go through it because of the yeah they would have just cut themselves and the film would have protected from anyone from to from anyone to come in so wherever there's a lot of things that we're doing on safety so you. I proposed to the board that we find needed to do a small Bond just to cover some of these things are we're we're doing and there's additional things that were I'm looking at possibly be doing a deed metal detectors to the school I was thinking maybe at the middle school and high school but these days you don't know maybe Elementary as well you ain't cuz everything's little kids I mean you seen what's been happening everything cost money and now the boards using fund balance to pay for all this is coming from our savings and that's fine because we have a healthy fund balance but it what we're doing with depleting it and we don't want to make sure that if we get the 5 million dollar Bond pass they we will be able to use some of that fun to do whatever we need just on safety only there's nothing else we're not going to be repairing a school or adding Obion buses or anything like that it's just to be on safety that's all we're going to spend that 5 million dollars on and then if you look at your pamphlet here do you know we said that the bond in checked the pamphlet you have on funds will be utilized for the following vegetables we had to put down with what it meant we filled it to some people if I want to know what they are and when they approached this to me they would start talking about vestibules and there's the secure lobbies that's what they are that would help that they have orders to take a look at what we're doing the glass replacement the campus ballistic glass and film Sera Security fencing security and safety technology equipment and shaved you security improvements shifting to 16-valve 4-cylinder one of the things that if you noticed that we added our individual mr. Canales at the high school to view all the cameras that we have we have a lot of cameras but no one was taking time to view that the principles are really busy that they you know they view the cameras when they go to the office but then they have to leave so we needed someone to be constantly viewing district-wide all our cameras and so he's doing an excellent job and and I guess with mr. Gonzales of the RSL roll they've been looking at the cameras and what do we need to do update some of the cameras we have to do that put them cameras in places that I spot that we had so I'm glad that someone is looking at him you and them if they see anything that reported to the airshow roll into the administration Joe right away with taking a who take action if we see anything like that the advantage of hiring this gentleman is that weird proactive instead of reactive okay originally when the principles had work to do if they were out there with the kids and they come in office as they be out there and mainly the cameras were being used to look at incidents that happened that were reported that the administrators will go back and say okay let's see what happened to try to make any type of judgment call and decisions as to how they were going to handle the situation except and when with this gentleman that we hired is proactive because he's always monitoring that's his job, that's all he does is and he has a whole bunch of screen is anything fishy will start till close in on it and this is what me what I'm trying to say that we became proactive instead of reactive species anything fishy will start moving it right on it right away instead of waiting till after the fact you're one of the things that people ask me why you got to put the fencing but no Gates and that's true you be wearing right now they're actually an inch and not installing the gate after they finish with that they'll do that they had to wait just a lot of parts that you know how back order and it's taking about six weeks. things to do in or more so they finally got the locking mechanism for the gate so that's why you see him you don't have we don't have to be have any Gates here but we will be having those pretty soon also we're adding the wrought-iron front of the school so we're trying to make this school as secure as possible I know what we look or looking at it then it doesn't matter what you put in if someone wants to hurt someone that's going to happen I rather think I read one of the Articles then the student gets the shooting right before school when they were coming in to school so it wasn't even a back to school because the for the interview the superintendent he says we do have metal detectors we would have detected something if you came into the building but this happened outside the building before school even started yes it was over a vape THC vape pens that starts and ends in the gut problem it had that but they bailed out if the destiny has he had to bail out there with three students running from the car it was stolen to the campus but they were students under camping and there was a big tree covered another stolen vehicle Park on campus that was another thing that they had all happened within a week and there's a couple more incidents to happen also like they set fire to one of the hallway and saw major fire near Salida lot of safety issues at the school going on in general area and no thank you for sharing that it's a lot going on to me we just want to make sure we protect our kids we actually what are the guardian program in I we have officer I yell at them we talk about that later on and during the meeting and that's something that we have you been to assist the issue arose or anyone that you know that my needs help these individuals are carrying the guns with them they've gone through and testing training and I'm telling you I'm it if tough I mean it's it's a lot of work and where we were just we appreciate them doing it because they're not getting paid to do that I mean they care enough about the if they want to make sure they want to protect the students what we had the yeah that's a . Texas that we install The Vaping detectors and that's I'm hoping that that and then we we bought a K-9 dog as well he needs help yes we do and the and the school Vehicles as well and middle school all the bathrooms and vape and then walk out yes play the Toccata me right away I think Mister i m at work president asked you if they can talk to you after Garrett and he goes out they aware that we have those because the other kids and Instagram as soon as they were putting up they all knew about it we're doing that tomorrow won't do that we haven't had any incidents here at the middle school and we had several back-to-back and we didn't have those when we have two canine here it stopped then the canine dog would have to come let me we had the off sure was job on patrol and so they he will come certain days out of the week to look at the high school middle school and even Elementary but then it went in at the middle school and then act we install those stopped again so I think she'll get more affected the middle school then the high school but buddy I mean they know and I were hoping that we could stop them but it stopped I mean we're trying to do our best what what's out there with what we have check in I have to get my ID are say Thanksgiving or open house so how is protecting them on a daily anything when you have parents walking in or days like that address still stinks you better on that we we have a crush on a safety committee meeting that will you know bring that up I know mrs. Franklin has been every part of the feeling she's brought up by the issue about the buses being up at the bus and being parked vehicle parked in front of the school still I'm in that now we have the officer actually Park in there so they wouldn't we don't have parents Buena parking in that spot the other things that we don't have all the answers but I mean worth will take it easy on any Canyons that you all have that you feel that we need to implement session so that we can go back and take a look you're pushing any recommended recommendations will look at it and bring it back to the committee and then try to make a decision that was going to be like I said we have you know so many heads here we have another hundred people that someone may have an idea that we don't have you know and that's always going to be beneficial so we've always welcome you know the input from people and recommendations and then take the the best ones and go from there what's a 200,000 that was earmarked by the state is the school district looking at any other Branch or anything else or are we just focusing on on $40.50 Bond and hoping a small Grant some some grandchild competitive clothing near me really will be good if we had a pretty solid and and that's the hard part whether you work for the county or the city of Red Wing have a good property wealth the problem we have is that in the city and the County's position they don't have to return any money so their tax rate goes up and down based on on the value so they they can order the tags and to do other than 72% of our money goes back so the money that we collect from everybody but gas company the oil companies and the taxpayers 72% of that dollar goes back so we get to keep $0.28 and that's what you saw on the brochure with it with him in Simon and then if you paid out of the Emma no such as 17 million that's why because if we if this Bond passes every every single penny that we collect from any of us okay that goes that goes into our pockets and it stays here if it goes on the 72 cents go away in 28 as we get to spend so for every dollar we collect when he says we get to spend on vegetables and all that and all that kind of stuff so that's why the importance of of that little part was okay saying you have to have a certain Infamous and every school but they're only giving you that's always the case when one of the branches that I applied for was 7,000 because the keys are where rich School District so they they base everything on how my me what the district had and then the ones that need a little bit more give additional funds but right now they're in the Senators and let me the legislators a meeting this summer and I believe there's going to be additional funds for that I don't know how much but again we probably won't get as much as some of the other District some of the poor District do a which we do have that so hopefully we'll get some of that funding that we can provide that I know we spoke I spoke to the sheriff and maybe we're looking at possibly another another that's how I roll to help with the pep Center and the AP right here so we're looking at an additional also that's doing the work you mean we're still trying to do that with awesome looking in a panic button that looks like this and and what happens if you see something happen if you see something like that someone walking with a gun how you just hit eight times that they want to make sure yeah you do it if it's an emergency 8 I'm going to be here now and go directly to 911911 then if you do it three times that cost me a minute straight if there's a fight in the classroom in just three times and they'll be right there they'll get the message phone or if they have an Iowa I mean Apple watch they can get that notification so they don't have to be in front of the computer to do that arriving on campus Fort Lee Indian Venice to that is because it is internet-based so they'll be able to locate like if you hit it three times and Minister don't know what class I'm at 10 so he knows what he does have to go back to where is it who what happened you'll know right away it's this classroom get out there so it's a good thing and it shows you the battery system on the phone to exactly where the classroom so that the short bursts would be the administrator and that the sros in the area and then if you continue pushing it alert all the campuses and Abigail flash the lights in and give you an outfit. Can you imagine our administrators and sros they were just constantly I need to go to the bathroom you can go they couldn't do their job so he goes so what we did is that we only we are just at those detectors to indicate if their side THC so I go so you're okay with them baby and only thing what what else did can we don't have a choice to me they can't they got to do their job so you'll beat schools are just in whatever we need to do to adjust those I know that as soon as we put our the cafeteria went off right in the cafeteria Marcy we got really good systems which I mean we're just am in the process of making sure it and not just in making the adjustment to make sure they work well no I mean there's still a lot to learn but we're still how much are 5 million dollar Bond will cost the taxpayer protection by 2.08% and on a $50,000 home you're looking at $2.08 a year $0.17 a month on a $75,000 home you're looking at $7.28 a month I'm sorry $107.20 a year $0.61 a month and for $100,000 home you're looking at $12,012.48 a month I mean a year and a dollar for for every month the price of coffee you would be providing this for the student you know that that the thing about this is that you know we we we we need the support I can't tell you PV that's not our job here all we can tell you is the fact but if you look at two cents in 2.08% and if you had $100,000 home it's a dollar for a month I mean you're not getting you guys can figure out how everyone has a past yet but the legislature is looking to give more waivers on the on on on on tax remember that the homestead exemption is that at 40,000 right now and they're looking to increase it you can't tell you that it's going to happen cuz we don't know okay but it is they have been talking about it and it is on the table and there's a possibility that it could be even lower than this if that passes so other than that I guess we can ask some questions and it say why should we act now and you know even what we brought this forward with with the other Bond the reason being is because I ordered came in and just Morrison on the property values and they are pretty much assured us that you know up to another 10 years we're going to be okay with value for not going to be over or under where we're going to be okay and the reason it's important because right now most of the money that's being paid on by the taxpayer is only like 2% of the overall a 90% being paid by the old companies okay so if that starts to drop and guess what happen the percentage that we would have to pay a tax payers that would increase okay so that's why you know we're trying to act on certain things and we're trying to act fast because if we get a small 5 million dollar Bond we passed it and we go out for here's the values are still going to be high most of it's going to be paid by the oil companies and then we're done with it okay cuz we're probably going to look at a five-year five-year term and we're done with it so it'll be paid off okay so that's I don't like the thing that this that we wanted to point out on that why do we want to act now we don't want to do it 10 years from now when we do have property values as far as minerals and then the taxpayers going to take most of the bird so that's kind of the answer to that one what percentage of every tax dollar is charged the homeowner and like I said right now it's 2% okay and it may be even less we get the homestead exemption okay so it is really very many on that one question words with how will it affect homeowners for a 65 and over or disabled it will not and I say that with a little bit of twist on it okay it will not affect a person at 6 5 years older their tax rate will not go up it'll stay the same but there is a chance that if their values go up it will increase a little bit okay but again if they get the homestead exemption they're going to get that credit also but again in real life point out that's only for school taxes that this is not apply to the county and City so they can let me lick that can increase on their own but for school taxes and it will not go out everything we're talking about is only for school for Define a school taxes okay what is Cotulla ISD upgrading their Safety and Security equipment and Facilities will again through the state mandates after the Uvalde incident which we all know a district are required to meet the new guidelines for students have safety and again we go back to the fence and then go back to all these things I know that most of you see the the 6 ft fencing all those are going to be gone or you have to go to the 8-Bit fencing that's what you see now. That place has been put up for everywhere because those are the Mets now when it comes to the high school that's going to be a different story that'll be covered under the other Bond okay so will we re dual High School that'll be covered under that if approved can we use the bond money for other item in the answer is no whenever School District past Bond issues okay we pretty much have to tell the motor what we're going to eat lies that money for okay and then this 5-minute dollar Bond we're telling the borders at the only don't think we're going to use this money on is on safety like mr. Cervantes said earlier we can use it to redo a building or redo a less we're redoing like the vegetables Fuel and those type of thing that effects okay but it can't be like always going to renovate a classroom cuz we have the money that cannot be done now with this money could only be for safety no the other question we just approved a bond for 65 million bike will you go to Maurice to cover the cost of Safety and Security update I go back to what I just said when we passed the 65 million dollar bond issue there were certain items that were listed on that phone the high school's Auditorium certain things that were listed by law we can only cover those items we can do safety or other items that would be covered under this phone OK Google where do in this any questions do you have any questions thank you very much and I do appreciate the help email your Mister Villa and will respond back to your to your questions myself everything's welcome if you have 100 heads up there and someone has an idea that we don't think of in here then guess what we may look into it and maybe a good idea we never know thank you very much. Have a good evening be careful weather that thing always finds its way home you know I kind of know you always illness is very low right now we're doing great we saw a little Spike of the food like we typically do free covid were usually free Kobe we would get to bring brake light on a freight train going on so we did see a little bit of flu going on are spring break and then we return from spring break had a few cases of Kobe show up nothing right now we have no cases of covid-19 in saliva injuries and injuries but in general illness is down-low we're happy to have that we are still performing covid testing as needed that will soon come to an end ta has emailed me I told me that we will no longer be able to order covid test after May 5th and then we will no longer be able to perform covid testing after July 31st so we still have plenty of kids we still have the ability to test we're still doing that but like I said all this is down we're not testing as much we're not seeing as many kiddos so are also reporting will come to an a we will no longer have to report any covid cases after May 11th and so next year we're looking at coming into the year we're going to encourage parents to acquire their covid test in their own and have those on hand as needed to register at home I'm not sure what to expect as far as Kobe goes I'm not sure if we'll be placing any more students important isolation anymore for being positive what we're looking at so I'm sure PA will come out with those guidelines closer to the beginning of next school year and will be sure to follow those guidelines we are awaiting the arrival of the medication called Narcan generic name of that I did receive an email yesterday that we should be expecting that to arrive in the district Friday so I will be training all campus sros and campus nursing on the use of that medication it will arrive I'm waiting for a few supplies to arrive as well so that way we're going to in a few other medical supplies that I feel I responded with need and in the case that it need to be used so in my research of this medication to our district I found that none of our surrounding districts have this medication on it and nobody's implemented this I saw that help of a district in San Antonio to implement this program here in our district so I will be the first one to have it in our possession so it's an emergency response medication that can reverse the effects of an opioid overdose instantly Richard has been a great help to me in learning more about the medication itself I did research about it learn so much about it I was able to why are doses for free so they were not at the expense of our district and so as soon as that medications arrives we will perform some online training first and then we'll come together as a group and do the in-person training and Hands-On so we will be responsible for updating our our training yearly and we will not wait until the fall to implement these of them patient we will put it into place immediately 3 fentanyl overdoses in a person's Texas this evening at a school campus and yummy you can search it on Google there's all sorts of parent messages begging for school districts to bring this medication to the school and have it on hand it it does reverse the effects of the overdose immediately it may take a few doses to do that but and we will carry that medication and units of to sew in the case that one dosage is not effective we can administer a second dose so I'm excited about that I'm excited the information that I've also been working with the school counselors and bringing teach at it's a counseling service I'm going to refer to my phone because I have the email but teach at is the acronym stat for Texas Mental Health Care Consortium so basically what it is it's a home-based Telehealth program it's at no cost to the district I found out about the program itself when I went to a coordinator meet for M meeting at in 20 in February they did a presentation for us about it it's they listing out all the districts that have signed on mou memorandum of understanding and Cotulla one of them so it's a great program that can provide emergency counseling services for students that are going through depression anxiety you know is issues with behavior witches things that we've seen one arrived ever since covid so I was excited to hear about the program I didn't I wasn't aware about it so I did I found Heather the next day and I said Heather you don't tell me I'm excited to know that we signed on to be able to utilize teach at and she says home I've heard of it but let me look into that and we were in a meeting with the organization and a few dates we met by t.i. Microsoft teams meeting first just initially to tell us about the program what it's for how we can utilize it they do offer also group sessions to educate students about coping mechanisms waste cash their emotions so it sounds like a really good program we have another training in April that we will learn how to make referrals I'm taking part in the meeting so I'm hoping that I'm going to have the ability to make a referral as well because the nurses will call me if they have any concerned about anyone of course but I would like to have that power to make a referral if the counselors are busy times coming up there in 504 meeting our meeting so I'm excited I think Miss Johnson you were aware of the program teach at yes ma'am Miss Garcia are our school counselor is now moving towards a 100% counseling schedule until she went to one of the trainings and got some information Heather and I are looking forward to more training so we can start implementing it one of the things that she did mention that a lot of these other programs that do provide counseling for our students that they don't provide is counseling for the family because it does like it starts at home environment and so families also have to participate in the counseling session look forward to I believe we may we may Implement that in the fall have another training to attend to learn how to make referrals and learn more about utilizing the program itself and setting up those classroom sessions quick as they do fill but doing that anyway and about the medication Narcan I'm sorry I didn't ask I jumped right into teach him no questions okay as far as as far as my department Elementary is Wilhelm Road at what is there an age or like for a referral if you can and then you need at the facility but you are the parent or parents and come in and that's what they said in the family unit so he'll bring them in for that the younger they are you need someone an adult to be there so how did this process or train Gomez or you just talked about give me the make a referral that's all I got to say thank you okay so now we'll move on to I think Mission program so anyway I did get an email last week I think it was at Peabody will no longer exist the summer of 2022 was the last installment that they gave so that won't start going out in December like I said last meeting so if y'all didn't get it you still have time to call the health services and see what's going on and see what we can help you out with but all students that were enrolled in school as of August 30th here at the ER were eligible to receive that PBT make sure y'all got it but after that the next day we get this email that now they're doing is called affordable connectivity program I have never heard of it I don't know where it came from but anyways it's an affordable connectivity program and it's also a Federal Communications Commission program which I never even heard of that commission either but after I really would like a charger so what they're doing is now you consider PBC now you can get up to $30 a month off your internet bill and I don't know how long if it's just one month David you know what school year I have no idea they didn't give us any of that information so they can tow this here's this information give it out to the parents and I'm like I can get busy or up to $75 a month discount on household qualifying races for the tribal areas or a one time $100 off any kind of electronic device like a tablet computer or laptop so anyway and it says who is eligible eligible to wear a campus so I will put out some information and where to go on the website here but I wanted to speak to you all first before I'm just so y'all can know that it's out there cuz I know like going different jobs and people kind of talked about it so but I will put something up in the web our web page and on Facebook that gives you the actual link to go in cuz you have to and then you have to pick your your your company and there's different companies that have gone out of going on with this program so that you can get their benefits so AT&T is one of them spectrum is another one that I seen him once we had talked a big company so they up so that's a new thing that we have in the child a Child Nutrition program where did that come from attrition but I'll be getting phone calls today amazon.com all we do is we provide and I don't even provide them this anymore I don't get any application soapy does all that information you know they get all this new information during registration they do a income survey to see where the kids are and then I thought anything I do is I get a list from the state say who has a snap who has a Medicaid and that is just where we get our numbers for RCP program so so students probably set them off so since everybody has a hundred percent all this Tuesday to watch it has lived before we used to have to take some often they were a student or and so that was a little bit more difficult but now that we're cpb just go ahead and send everybody else and if you've been enrolled in the school district from a certain time to a certain time your name Will Go On that's all I have for my program and thank you cuz it's a good list to be on because now that we're all on it having a college senior their applications were free for public school in Texas Public University I didn't believe her I had to stay hated and got reimbursed I can believe my time in our history I took that little kind of parents were always afraid or if I told you I don't want to be free or whatever but they got to a point where nobody it has its perks any other questions for the Child Nutrition that has to do with my so we'll move on and then her next item will be our athletic director couldn't be here today or intramural Athletics director of he has he had track practice I can get service do Mental Health and Social Serve I know we only have one counts were here I really don't even have any of them have PT chains on the other I do know that the Newman like Miss Johnson said that the Newman campus has done in a new employee and for a new position that was opened and so now the counselor will I know lots of money and there's a meeting that was just to say you don't need to take care of the child worth keeping them safe in here but then the children in here are the one sometimes causing the issues so you know we need to take care of as well as the body okay student family and Community involvement we don't have apparently up liaison here either so I'm sure she didn't give me anything Mulan 2 The Guardian program I guess is our next item on the agenda with the health and safety so Mister Ayana you have Michael Oher I'm going to stand up for first of all want Cervantes asked me to come and say a few things about the guardian program I put something together and then it was about a 2-hour presentation I told him about it anyway so go to my saved it down to about 45 minutes please guys please bear with me but I look around and I think everybody knows me here first of all I want to thank you all again for having me here today I am I'm a local Sergeant Hearing in Cotulla I've been I've been here since my career began over 21 years ago and since going through the ranks at gone to through different trainings training that that I did 11 years ago was I became a Firearms instructor for the Department of Public Safety sometime after that I became an alert instructor for a for a DPS in alert is an acronym for advanced law enforcement rapid response training and that's basically active shooter Grace Grace in that stuff the civilian the civilian version of all of alert in that stuff civilian response to active shooter events and here a couple years ago DPS put out of commission personnel and they asked how many of us carry off duty and there was an overwhelming response of of DPS personal that do not carry off duty and the reason being was because we're only issue but you know our Duty gun in it so it's a very it's not it's not Atkins it's not a gun made for concealment is it's a pretty big gun pretty big break you know sometimes it feels like it but so a couple years ago about two and a half years ago the department issued us the same gun but it's the the miniature version it's this is the model 320 and in the model that we were issued as a 365 still with that came more training so I got ball and told to go to Austin and then go to the training to be a enclosed training instructor and what that is is in it you would think it's pretty easy Troopers they should know how to carry a gun but there's a lot more because now you're you're wearing plain clothes you could be in the movie theater with your family and if they like in Colorado if there's an active shooter in the movie theater you have to be able to address and neutralize the subject but nobody knows that you're an officer so it's really important in your training to draw your weapon if need be you discharged a weapon neutralize the subject by after that now you have to be able to verbalize take out your badge tell everybody you're up you know you're up I'm a trooper I'm an off-duty Trooper because if not once law enforcement shows up and then they could think where the shooter so with these four things with these four things that I had let me back up a little bit before before May 24th way back up mr. Cervantes he had kind of talked a little bit about the guardian program and they had the guardian program in Del City the backward back in West Texas and one of the reasons they had that program over there and actually know the trooper he's no longer with us anymore he he he passed away last year but he used to to to train teachers and Guardians because that little town was so far away it was like further than it in Sanel looks like 45 miles to anything they're there wasn't even a police officer there you know any of the Little City you know hundred percent of the time so so the school district decided you know what we're going to start a guardian program in case something weird it would ever happen at least we have something just to just to let you know hold on the forward until law enforcement showed up so with with covid and then you will ementary school week and I just kind of put it aside a little bit but then of course after May 20th we are mr. Cervantes buttered up again and and I told mr. Cervantes I set him down and I talked to him a little bit about my background you know being a Firearms instructor alert and all and I told him you know what I'm you want we could be the tip of the spear in this program and I would I would be glad and I'd be honored to take it on one thing that Melanie can't tell you how often I go to the DPS Academy pretty often because when they have recruits I go when I helped out with the firearms training because they have recruit sick and some of them have never even shot a gun before and and they go through remedial shooting so I feel like a with these Guardians you know if I can do that over there I can certainly do that here and just work with them be patient and then just teach him some of the things that that I know to make them to build their confidence and be good shooters and so going back to that other training I told you the plainclothes training a lot of a lot of that when I got trained to do in that class for the plainclothes that's basically what I'm teaching the Guardians as well because when they're on campus or not in uniform they're wearing just regular regular clothes you know as well as most of you are right now you know it could be a sweater it could be a jacket and it teaches you how to to move it out of the way and and and if you go to safely get your weapon or straight if need be so when I talk to you Mr said about this about it I told him that but I definitely love to be a part of that in and I felt like I could take it on so bad May 24th it started off as a typical day I went to the office to care of a few things and then I ended up at the at the rbe because they had an award ceremony that morning and I wanted to go because my godson was there Easton quarter and after we took a few pictures I went back to the office and that's when everything happened in Uvalde so our chain of command told all the Sergeant's to get to Uvalde pretty quick so I put gas in my car took off and right about where I when I got to Batesville that's when the shooter was neutralized and we were still instructed in order to get to Uvalde because they're still a lot of things that happen after the fact you know we have to set up a command post and the evidence collection and then in and also all the other campuses I didn't realize how many campuses Uvalde has I mean it's if they have many campuses so they were all on lockdown so we had to you know little do you know get them out of their school and I took a long time but when I was at Rob elementary and in the hallway of room 1111 and 112 after seeing so if some of those things I just felt like I was in a position where I made a promise promise to stop it I would never let something like that happen over here too so that that was kind of my driving force to to take take this on as well so you know that's why I'm pretty passionate about it and he can tell you from that day you know you know I finally got some sleep maybe that Friday and but it was a it was a it was a pretty big deal in and you know I feel really bad for Uvalde but I certainly would never want that to come over here and have been over here in Cotulla so that's why it's pick up like I could take this on now do I believe this is going to solve everything no I don't this is just one layer of protection upon all those other layers at that Mr said about this in Mr Vella were talking about earlier so so let me tell you a little bit about the guardian program all first of all once we got started back in back in November we met with all the candidates and we talked see everybody has everybody's bodies different everybody has different a different wardrobe everybody has their comfortable and different way so we have to talk about different. But that's the first thing I didn't let them just bring whatever gun they wanted we wanted to I wanted to get them a gun that suits them and Holster the $0.02 so we set out and there's inside the waistband holsters outside the waistband holsters appendix holsters there's small of the back holsters ankle holsters are so many different holsters but we finally we met with each guardian and we finally picked a perfect. For them so once we found the perfect blow through them went out and I did this trick with them I came in one day and little did they know that I actually had six concealed weapons on me and I asked him can you take a guess at how many friends I have and I think I had a couple of two and threes but that was it and I ended up pulling out all these unloaded safe weapons and what I wanted to teach him was that if you want to conceal you can conceal because be in the school setting you know 75% of it is just being concealed you certainly don't want to distract kids and you certainly don't want other people seeing that you have a weapon so it's all about concealment so we picked the holsters we picked the guy we picked up the gun do you know the caliber you know going back to that plainclothes training that I was telling you all about earlier you know we we decided on the quick holster for them the perfect weapon that cuz that way they can carry it and they can be comfortable with it because if you had to carry a big old gun like this one concealed I mean it would be kind of cool at the beginning but then after a while it becomes a chore and that's something that I can wanted to get away from I didn't want it to be a chore every day oh my God again pretty soon you're going to take off Friday if you're not going to wear it on Fridays and pretty soon you're not going to wear it on Thursdays and then pretty soon it's it's like what's the point so we wanted to find out really good guy and I thought there was one guarding where they brought the gun and it was all metal it was like a it was like a 1911 type gun but we switched over to like a polymer metal gun which it was a Glock and it was a lot lighter and its you can conceal it better it's and it is just a better gun for to keep it concealed all the time so so I really stress to them that you know it's 25% of it is the shooting in the accuracy but a lot of it is being able to conceal the weapon sure okay sinhala just accept what type of gun they have where they keep what is the protocol for that in the policy for that the board already Implement that available policy because no one's allowed to bring a gun to school as the board gives permission who can do that and it the screening was that we had to share it was part of it we had yeah well we had one kind of General with that I brought that up and when we were in the cafeteria one time some of the safety things that we're going to do and I just brought the about the garden program because that's what one thinks we're doing didn't go much into detail, but I did going to bring that up so well so what we did after that we just screen the applicants that everyone made it to me where the No No we probably just put in the agenda on that knowing we do yeah we just got me I mean I didn't meet with me when I talk to everybody about the bond and the safety things that were doing that brought that up and I we talked about capital r. Methinks in the bathrooms on the window when we had that public meeting so I brought it and I brought it up to some extent but he had not asked you know just that alone known that was not brought up but you mentioned earlier with the rule County obviously rural but we have access to law enforcement at the other car I was here so I was just curious about that cuz when I saw the sign here everybody has a gun was my only concern with that sign that I had brought that up for the signs but the signs incorrect in saying that everybody is do something and that's why yeah can it be done better yes I agree with you I don't know but we have to move quickly on a lot of the stuff you be so but I think it's a good program that you know we used to pay you someone to give us a training cost us $2,000 for it for one day training for the Guardians in 4,000 for a two-day training and Mr Ayala does it for free gun charges and he's a trained officer and under structure like he says all these things until we really get good training on this if that's just not anyone we can go through that if it's too much for me and then they can get 40 hours from looking at 40 or a Kumori at 40 hours or more in the summer we going to have multiple trainees just to give them may be additional hours yeah it's a believe it's on the website because you put that yeah yes it's yes so so going back to that it's every Guardian they purchase their own weapons and I inspect them whenever we meet we meet once a month we made a calendar for the whole calendar year so we do have that no I believe we have that in the website and we believe it we put the other procedures yes I'll look at but I think I'm going because I did ask Jeanette to put that out there but I will check him but yes we do have they have shaved but we don't want to give too much information either give me a call tell me that yeah so yeah yeah but we do have safe for when they can especially the coaches that are coach USA basketball in the shooting free throws I don't want to be showing the gun shows we date we do have safe and I mean they know who they are merely at the Guardians and that's why he was part of the interview process how to put it into writing as far as the neverend of them understand what we don't we don't have to meet that's not I mean that's not something that's why we still included yeah yeah but it yeah but it's not a requirement for the yeah it's good and what yeah and we don't what's wrong with a TV yeah and that would be good to me but that's why he was included in everything that's why I bet if we want to put something in writing we can but he's aware of who I mean that she was part of that we try to include all the law enforcement Tubi we did we did the I do have the information on who are the inventors legs for my staff is aware that so there's no confusion my biggest fear that and this is just me being. Let's say there is an active shooter situation too and I'm the teacher with the gun in my classroom because I haven't seen the photo, so I don't know what is it is it a standout information is it leave the kids with low mileage know they never leave the kids with me and we don't want you're available we really at the Astros the one engaging via the individual but if there's shooting going on and if I if I have a gun and I don't have any students with me my job is to engage the shooter I mean that there but first priority you take care of your kids I mean you never leave the kids unattended I mean that's your first priority and that's what they that's what we trained them and you know there's a lot of things that we do tell him but but we don't want to publicize all that but the procedures we can if it's not on the website we can put that in the website and we will do that I mean mou maybe we can create one right away but he is aware of it and Anna and the officer do know who caring and administrators as well so you didn't let me finish and then I'll do a Q&A and we'll we'll answer all those questions another thing to each so each Guardian they purchase their own weapons their own weapons some their own holsters and right now they purchase their own ammo as far as the weapon we photograph the weapon we photograph the serial number and and we keep that in a Google document that way that way Mr said about this has asked you access to it I have access to it at all times and we do the same for the ammunition so what I do with the ammunition is I I did a little bit of research I got with a share of our local sheriff song I got with the Department of Public Safety NYPD LAPD the California Highway Patrol and I wanted to make sure that that we're using a ammunition that that they use the Guardians are not they're not allowed to reload and use their own ammunition or you know they may say will we we have our own hot round or something like that no we're just using ammunition that. Critical Defense ammunition or a or a self-defense ammunition that these large police departments use because if if the sheriff and his sheriff's office or n y p d or l a t d if they're using that to enter apartment and possibly use deadly force that we want we want the round to expand and we don't want to be hitting a people or innocent bystanders in another Hall so we want to make sure that we use ammunition that that police departments use in those are also photographed the grain the the lot number the the make of the of the ammunition another photographed and that's also that's also documented I had one guard and a school why why are why are y'all wanting to know the serial numbers and I give two examples and these are just two examples that I can think of right now is let's say going back to mrs. Martinez question let's say that Guardian goes to the bathroom to wash your hands or or go use the restroom and they leave the weapon on the you know where the paper towels are or on the sink and then and then ministrator you're somebody reported to the administrator administrator goes in and takes control of the weapon they call mr. said about this and you know he can just check his phone and he can cross-reference it make sure and we can rule out that it was a guardian you know like that just by seeing that document so we know every serial number that the Guardians have and I think that's really important because if we can rule out the Guardians now we can kind of see what who's is it did maybe did a kid leave it here or someone else so that that's why we we documented their serial numbers as far as going back to the question that was asked earlier it's going to be 40 hours per calendar year 40 hours per calendar year most of the time or trade class between 3 and 4 hours on Saturdays I'm off on Saturday so you know it makes sense if I'm pretty flexible and Saturdays are really good for me and they're good for the Guardians because a lot of times that they're off in the we have a extracurricular activities or something like that so we have to have to qualify for times a year four times a year now a state trooper and myself we qualify twice a year so I told the garden this is why qualify for 10 years because y'all are better y'all are better y'all supposed to be better than us reason being is because if I'm not on the highway and a bullet goes astray was going to hit some brush Mesquite maybe a road sign if I lucky but here on campus you have you know you have 300 little ones just running there's things in the background there's kids running in all different directions so it's really important that that accurate and that they're trained and they account for every bullet that comes out of their Barrel so that's why they qualify for times a year one thing that we do weed weed we'll just go to the range and just stand there and shoot at a paper Target we do a lot of reality reality Based training we do a little bit of moving and shooting from left to right we do something called the wobble effect and all that mean Wingate at Target as we're walking up to it in the Guardians have gotten quite good at it so that's good too and a so they've gotten really good at just moving and shooting and it makes it challenging for them but it makes them better because if you're moving and shooting and doing all these things when your heart rate is up in 120 beats per minute or or higher then when you're going to qualify and you're going to sit in front of your going to stand in front of Target your accuracy starts to get a lot better and that's all we all we just want them to get Builder confidence and just keep better getting better and better so we do a lot of reality-based training we did one what's really important is that they can manipulate weapon ejecting magazine and in the put a magazine in their gun when they've lost their their fine motor skills and to do that as we sometimes we may have to have them job a little bit to get their heart rate up and then they have to start doing everything that they have to because that's when you lose your fine motor skills and and that's when you know anybody can do anything when you're just standing there and in your manipulate your gun but do it when your heart is racing and that's what that's what makes a little bit challenging for them so so we do that type of being as well one thing that we also talked about is what happens after the fact or what happens once there a firearm is discharged me being local Sergeant here I went through them with some of the policies that we have in DPS when a trooper discharges his weapon you know how to make sure that he's you know make sure that he gives a statement to boy you like the sheriff's going to be showing up mister said wants is going to be showing up maybe the local Ranger will be showing up and between dad and establishing a command post and I giving your statement you know have you really important to make sure that that that Guardian you know it doesn't just start telling everybody what happened it's real important after the fact to do make sure that you you don't give your statement to the officer that's going to be doing the investigation but before I close in before I go to questions at the end of the day there's three rules or three goals that I have the first goal is to make sure that our kids and our students are our kids and our staff are safe the next goal is I want to make sure that our students and our staff feel that they're safe and the last goal is I want their loved ones I want their family I want their parents to to know that they're safe as well so with those with those four things I feel like you know the kids can come to school they should be able to play and and eat lunch and learn and do all the things that kids should be doing so that's how we develop the garden from so go ahead is there any data of it this is better for our district for a zither teenager data showing that the truth is working for the district I'm not that I she need me and I haven't changed. But I know that I just seen them just based on what's been happening like Nashville I think it took 14 minutes by the time the police arrived if they had someone you know the mother saved a couple of Lies there or at least defend themselves you know where we don't engage just to engage and me with the sros so that's what we will end up hiring the sros that I every campus and thanks for the sheriff you know that he was able to provide one for every campus there the first one that in line but no but right now there's this new Emmys fairly new house that's been around few years on me but still there's no dad on that because I have no one has really engage that would like to stay out of the saying I hope we never have to use this but if we do I'm confident that our Guardians will take action just like those police officers to action and they win at that ain't wait like I'm you bothered they went after the current took him out and that's what we're hoping that will do that we do have to but I'm glad I'm glad there were prepared at least you and one thing to in our trainings we do scenarios and luckily mr. Cervantes ordered us like an AR-15 but it's like a blue plastic MO if I could just have like a mold of a about have an AR-15 and we use those we have Pistols made out of that that blue and and red plastic and their their training guns are official training guns made by a stand going to a training environment we there's no no weapons allowed it's just just just basically those toy guns those blue guns so we do a lot of scenarios with those and one things that I talked to the Guardians is you have to know the difference between a driving force and something that's not a driving force do you know there has to be a shooting there has to be killing people bleeding and screaming and that's a driving force in there could be an Irate parent or somebody may be saying they're going to get a gun or or giving some threats but that's that's it and ministrator issue that's a superintendent issue that's osro issue that's that's a school issue and but make no mistake about it a good Guardian there that's when there's a driving force that's when there's there's killing that's when you're trying to minimize the you know what I said 21 Souls getting injured or killed in a war trying to cut that in half or maybe maybe it cut it to one or two but we're all about knowing what's a driving force and what's not so when we when you can we do this in Frozen weed we do a little bit of role play you know they're taught that you know just because you have a gun you still got to remember there's you have your your teachers and administrators your s.r.o. you have 911 the panic button that the staff will be carrying you have all those options first and and the guardian and his weapon system is the last last option that's when we've exhausted everything that's when everything that we've done here has failed and that's what that you know we have to we have to use deadly force a limit on the number of Guardians are you going to continue to accept Guardian looking at hopefully the summer and you can maybe additional Guardian that you have on campus you know and Cypress a second reason your SRO is not there at the moment and all your Guardians have students then you know and they can't leave so you're you know that it becomes a situation where you have to make a decision as to what this where do you give and we do and we are waiting on somebody to arrive for law enforcement to arrive but we all know what can happen in just a minute. That's correct and you know we had that's what we open up to counselors and be custodian maintenance anyone that yes that's all we are looking at a second round this summer and could have other people interested there's are some teachers at express the idea you I would like to but I just want to protect my kids I don't want to engage the shooter and the end I go I understand that man but I mean really this all our kids everything exact but they said I'll stay in the room and protect my child with a gun but no one's coming in and you ain't help but those are the things that we have to deal with but I think we would have had more but the component if you don't have any student with you you have to engage and that's what they don't want and is there like a pager or something that they can carry to be alerted something's happening do you know what specialty to the ones that are not in the classroom you know any of these they can be aware because they could be working close to a classroom for the situation is happening but they're not aware beautiful then that button to me or something and we'll hit that button and then there's like see me they will be if you know the red green that there's something going on to go to lockdown for take the kids and the notification to me that new system that will put it in with notify them one of my back to lock down system like when they do the alert so they're going to have it access to the to the buses the bus drivers because the bus drivers are in between campuses and they do that they don't need to know which campuses are on lock alerts have been activated second thing is that we have the guardian that I have a list but I've only looked at the list and put in my safe I didn't memorize the list and so how do I identify please Garden do not if I'm coming from a different campus and I were thinking about doing it something like that is you know our Guardians we've been training already for 3 months and I were thinking about maybe bringing in some sros to train with us cuz you can look at a paper or you can you no talk to him you know every now and then but if you train with them and you build a relationship with them and then you won't forget after a get their name on the face organs in the sros or are not training with the Guardians and I'm a Firearms instructor instructor and I'm capable of training the same people just like you are and I don't see who's who's going bald of course sir I just get the list and say Here's the list you know keep it to yourself so I put in my safe so I have to go up there but you know we have new officers that came in we have other officers from surrounding agencies are the responses camp and how are we going to die in a fire from the shooter in who's the starting with the schedule for the entire you already sold will share that with the sheriff and then he allows you guys to come in that's a great idea then you can come in you know it's open to you guys show but I'm sure the dates and time even with Troopers and I could say I want the Troopers to know but the turnover rate here in Cotulla so high and you know I don't know the turnover rate for the county but you know we can always get new folks but the number one thing is the other Guardians are trained to verbalize but once you show up they're going to show you their they're going to show you their badge they're going to tell you who they are and they're going to scream at you I'm a guardian I'm a guardian and they're going to they're going to do a 5:40 and they're going to tell everybody it's the same way that what I would do if I was in a movie theater and I had to use deadly force no one's going to know who I am but I have to verbalize like my life depends on it because I got to tell all these officers these people that just calm down I'm a highway patrol Sergeant on my off-duty Highway Patrol sergeant and in you know I just had to use deadly force to protect some posts in folks in the movie theater so you got a purple eyes it and they're going to do that then that's what I've been training them today are they are they secure your weapon and verbalize what you are safe they can leave their weapon out and but they're going to be doing a 5:40 they're going to be checking themselves they're going to check their carotid arteries are going to check their brake eels they're going to check their their their their arteries here and they have a they have a check that that they've been taught through alert did you know that they're going to make sure that they're at that they're good to go first and they're going to do their 5:40 they're going to look around and then they're going to start or Polizzi and they're going to pull out their badge and they're going to tell everybody who they are within the I mean it's the same way that I would do it if I was sending them familiar location yeah I mean you was if you brag too late I'll probably wreck if they want to use your father Greg stay with you but yeah we got new boots female Academy in the like yeah we have to overdo it and then we're hoping that once the first officer shows up a I'm a guardian I'm a guard Your Guardian okay and you look there's my badge and now that officer he's there he's kind of taking over that little area hey he's a guard and he's a guardian cuz you're not going to shoot towards an officer so then law enforcement start showing up you know they're going to know that it's a guardian and then going back to the time of the shooting absolutely. As a parent your concern is teachers are teachers right Hardesty Amanda. The teacher as a parent or the teacher how am I going to just flip that switch and I definitely agree with you but that's why training is so important and I can't really disclose these Guardians are and video tapes of their training but if you would just see him I mean they they're doing a remarkable they're doing a fantastic job not leaving I wouldn't think of you handsome so for him to be in love I would just add that the procedure I thinking consists of procedure and communicated because I'm thinking my sorrow is out and we've got two new ones coming in so they know the procedure in the communique this year because are they going to trying to consistently him that would be ideal but people are going to be coming in to cover so and what we're doing now we're I mean we're meeting first hasn't some lessons going on and that's I think that's when they can meet the team and you don't listen to what we're supposed to be doing once if we have to drive a gun I think that's a good idea would invite you guys to me with just them it's just trying to get better and I'm glad you brought that up I don't know you know what the sheriff I have sent his role as a 10 year old 10 year old but I'm the one that's going to have to deal with these guys on the campus immediately so I have would have to be familiar with what they're going through what they're doing until I know what they're going to do I say okay he said he that I give how is training I know how is the yeah I'm good I can relate to that and that way I don't have any confusion about also how are we going to death by a weekend dude cuz I just get the list and say Here's the list keep it to yourself I don't know anything the training or what they went through or I just get like a synopsis of what's going on and I didn't see what first-hand what they were going through or or what they had to go through to get to Oregon see the face to match the name check in send a text to the FR on their campus I'm here today just to let me know who's there that would be reliability I can see where that could go both ways and and the other thing is like a what about violations doing and if you have a violation who do we report it to you but what kind what is considered violation you know the dates bows are weapon somebody violation of protocol know there's consequences for that you mean bye we have a procedure there nothing I mean I mean and how many per campus but we don't want to come you say the number yeah but that's why we haven't shared it with a newspaper anybody else I mean I don't think that would be a good because if someone knows he sneaks out that that's the only has one you know that the high school has many now I'm I'm going to Target to the school district not do that to me I really don't give me I can share with the sheriff and everyone but didn't we have to be confidential I'm sorry ladies but I mean I wouldn't I would not be able to do that I don't feel comfortable with that cross training with our guardian and I think we really need to sit down and discuss that in the end consider the cross training with all of us at some point because it's going to him We're going to run into issues with that eventually I think so what better way to eliminate any confusion or anything like that and we train all together because all I believe we're all going to be dealing with something right now so if y'all train together we eliminate any confusion and you know what is or who might have a weapon today I think that if you want to remain Bowl this working again and that's what I mean I'm glad you're bringing that we don't have a problem with you guys send me joining us or knowing that we get to know each other better but I mean who remove just the baby steps in and now they're wealthy were in a good roll good practice and we've done very well but but we we just like we schedule the entire year so we'll give you that to you guys are always welcome to come by and talk to me come in and we start early we finish by noon yourself they have to do with this right now.
